
The basket concept is a simplification of the complex development model in a way that enables communities to comprehensively understand, own, direct and control the change process. The concept groups the delivery of social, political and economic needs of communities into bundles of goods packaged and delivered in 4 baskets with the 5th basket addressing the delivery capacity of the institutions coordinating the delivery and consumption of those goods.
Basket 1: Good Governance and Community Awakening

a. Training ambassadors (youth and elders) to administer a unique community to community by community civic education programme. These will be leaders who will be able to influence others and act as accountability checks from the grassroots to the national level. Each of the 47 counties will have a team of ambassadors leading the change process. The ambassadors will be working through Communities of Chane (CoCs) which will be forums for learning, mentoring and knowledge exchange and implementation of innovative and low cost projects.
